How Do You Secure a Large Event?

Plan by dimension, not by event type
Event type is a poor organizing principle because it describes the atmosphere rather than the problem. A 65,000 attendee stadium show and a 65,000 attendee sporting event present nearly identical access, crowd density, medical, and communications problems, and planning them as different categories produces two plans that each miss what the other caught.
The five dimensions are perimeter and access, crowd, medical, communications, and contingency. Every event has all five. What changes is the weight each one carries.
Three audiences
Every event plan serves three audiences at once, and they have different needs. The protectee or principal requires a controlled movement through an uncontrolled space. The attendee requires an environment that is safe and does not feel oppressive. The brand requires that neither of the first two becomes a story.
Plans that serve only the first produce a hardened environment that alienates the crowd. Plans that serve only the second produce an open environment with no protective spine. The work is holding all three.
Build backward from doors
Doors is the fixed point. A 10:30 a.m. doors time sets everything before it: when screening staff must be briefed and in position, when the perimeter is defined and established, when sweeps are completed, when the medical footprint is designed, built and staffed, when public safety partners arrive on site, and when the communications net goes live.
Working backward from doors produces a timeline where each dependency has a real deadline. Working forward from arrival time produces a timeline where everything is due at once.
Perimeter and access
The perimeter is defined and established before anything else, because every other decision depends on where the line is. Access is then designed by population: general attendees, credentialed staff, vendors, talent, media, public safety, and Food and Beverage or Concessions deliveries each require a defined entry, a screening standard, and a credential that means something.
Screening throughput is a planning number, not an aspiration. Attendee count divided by lanes divided by throughput per lane per hour produces the queue time. If the resulting number is unacceptable, the answer is more lanes, earlier doors, or fewer prohibited items to search for.
Crowd, medical, and communications
Crowd management is a density and flow problem before it is a behavior problem. The failure points are ingress compression, egress at conclusion, and any point where a wide space narrows. Those points are identified during the site walk and staffed accordingly.
Medical is designed to the crowd, not to the room. The realistic incident profile at scale is medical, intoxication related, and heat or cold related, in that order, and the footprint should be built for that reality rather than for the dramatic scenario.
Communications is the dimension that fails most often and most quietly. One net, one language, one nomenclature, with a documented escalation path and a named single point of decision. A radio plan with four channels and no discipline is not a communications plan.
Contingency and the worst realistic day
Contingency planning starts by naming the specific things that could actually go wrong at this event in this venue with this crowd, then defining the trigger, the decision maker, and the first three actions for each. Severe weather, power loss, a medical mass casualty, a credible threat requiring evacuation, and a lost or missing child each get their own page.
Evacuation, shelter in place, and relocation are three different decisions with three different triggers, and confusing them under time pressure is a documented failure mode. Decide in planning who owns each call. Public safety partners should be on site rather than on call at scale, because a decision that requires a phone call has already lost the minutes it needed.
